VFF to crack down on referee incompetence

The Vietnam Football Federation (VFF) opened a training course for referees, supervisors and co-ordinators for new season of Vietnam's the top-flight V-League on December 12.
V-League 2011 was marred by refereeing decisions that plunged the closing matches of the league into controversy.

The move is aimed to stamp out corruption and incompetence among match officials that have marred the beautiful game.

The VFF invited officials from the Social Order Crime Investigation Police Department to address the issue of corruption and match-fixing.

The National Referee Council suspended three referees Nguyen Cong Trong from Ben Tre Province, Nguyen Van Quyet from Thai Binh Province and Do Quoc Hoai from Hanoi from the V-League 2012 at the conclusion of last season.

Trong faced a storm of complaints from Navibank Saigon and Hoa Phat Hanoi, after the clubs accused him of unfair decision in matches with Vicem Haiphong.

Earlier, VFF Chairman Nguyen Trong Hy was cited by Tuoi Tre Newspaper as saying that Trong “made several mistakes” in the Vicem Haiphong-Hoa Phat Hanoi match and “was weak in officiating the game and co-ordinating with his assistants on the field."

Quyet was accused of incompetence in matches between Navibank Saigon-SHB Danang and Becamex Binh Duong-Vicem Haiphong.

Meanwhile, Hoai was suspended for his mistakes while officiating several matches and for an ambiguous accusation of leading an ‘unhealthy lifestyle’.

The National Referee Council also criticised three other referees for their mistakes in matches last season, including Ngo Quoc Hung, Vo Minh Tri and Nguyen Trung Kien. Tri previously won the FIFA Golden Whistle award in 2010 for the best referee of the year.

According to world football governing body FIFA’s regulations, the Referee Board has replaced the previous National Referee Council.

Head of the board Duong Vu Lam frankly admitted refereeing weaknesses in the V-League, noting that, in the new season, the board will take drastic action to monitor and discipline referees.

Referees and match officials who fail to meet health requirements set during the current training course will be removed from officiating duties, Lam disclosed.

New football club debuts in HCM City

Saigon FC, a new football club, made its debut in Ho Chi Minh City on December 12.

V-League representatives comfortable at AFC cup

V-League clubs Song Lam Nghe An (SLNA) and Navibank Saigon can breathe a sigh of relief now that the results of the draw of the Asian Football Confederation (AFC) Cup have been announced.

The 32 clubs in the qualifying round of Asia’s second-tier AFC Cup on Tuesday were placed in eight groups, and Vietnam’s top-tier champions SLNA are in Group F, competing with Kitchee from Hong Kong, Terengganu from Malaysia and Tampines Rovers from Singapore.

Vietnam’s National Cup champs Navibank Saigon will play in Group H against Kelantan of Malaysia, Ayeyawady of Myanmar and Arema Indonesia of India.

The results of the draw look good for the Vietnamese clubs because their rivals in Groups F and H are not as strong as them.

SLNA coach Nguyen Huu Thang said, “SLNA has always made good preparations for every competition, and the AFC Cup event is no exception. With experience from the season last year, we will try to get good results.”

The AFC Cup 2012 qualifying round will take place from March 6 till May 23, and the knock-out round until the final will take place from September until November.

Vietnam’s best result at previous AFC Cups was achieved by Binh Duong, who advanced to the semifinals in the 2009 season.

Last year, SLNA struggled past the qualifying round but was swept aside in the first knock-out round after losing 1-3 to the Indonesian club Persipura Jayapura.

The AFC Cup contest has been organized for seven years. This is the first time clubs from Myanmar have participated in the continental event.

Professional football tightens control over club ownership



The newly-established Vietnam Professional Football Company (VPF) will eliminate the right for a single person to own different football clubs competing in the same tournament.

The decision is the first action taken by the newly established company jointly set up by the Vietnam Football Federation (VFF) and the chairmen of 14 V-League clubs. The firm, with 35.5% of stake held by VFF and the rest by the clubs, is attempting to resolve the deep-rooted malaise hanging over Vietnamese domestic football.

VPF has issued clear regulations stipulating that, “Clubs have to play their strongest team, with a match squad featuring at least six players having played in one of the five previous matches. Individuals and organisations are not allowed to own more than one football club in the same tournament. No individual nor member of their family is permitted to act as shareholder, partner, donor or consultant to other clubs or teams.”

The regulations will be submitted to the VPF’s shareholding general meeting scheduled to take place on December 14 this year.

Public concerns over ownership

Multiple club ownership in Vietnam is not rare. However, the situation where one individual acts simultaneously as chairman of two clubs in the V-League, is currently only seen at Hanoi T&T and SHB Danang.

Legally, Hanoi T&T club is under the management of T&T Sport Joint Stock Company, while SHB Danang is managed by the SHB Danang Sport Joint Stock Company. They are two different companies, but since competing against each other in the V-League since 2009, many football fans and chairmen of other clubs have doubted the independence of their relationship.

Everyone is aware that both teams are owned by Do Quang Hien. Despite the obviously conflict of interest and accusations of foul play, the VFF stood powerless to resolve the issue as it lacked regulations to deal with the anomaly. The VFF also insisted it had found no wrong-doings in the management of either club despite annual investigations.

According to the Vietnam News Agency, the T&T Group official website says that Hien is both Chairman of the T&T Group and Saigon-Hanoi Commercial Joint Stock Bank (SHB), which confirms the relationship between T&T and SHB-Danang.

However, Hien denied the accusations of owning both clubs, saying that he was just a fan. Once the regulations of VPF approved, he will be forced to select T&T or SHB-Danang as his sole club.

Independent auditing board

VFF leaders and representatives from the football clubs agreed the operation model for the VPF. As a multi-functional firm, the VPF will operate in different areas and have an independent auditing board. According to VFF Vice Chairman Le Hung Dung, “the VPF will operate as a financial company so it won’t be difficult to deploy an independent auditing board.”

VFF Vice Chairman Pham Ngoc Vien is likely to be selected as the Director of the VPF. Duong Nghiep Khoi, Former Head of V-League’s organising board, and Pham Phu Hoa, Managing Director of Dong Tam-Long An FC will probably be confirmed as deputies.

Ninh Binh set sights on big signings

HA NOI – Big spenders Ninh Binh are hoping to sign footballing superstars including Rivaldo and Guti ahead of the upcoming season.

Hoang Anh Gia Lai chairman claims ready to withdraw from V-League

Chairman of Hoang Anh Gia Lai football team Doan Nguyen Duc said he is ready to withdraw from the topflight V-League if the Vietnam Football Federation (VFF) does not take actions to improve the tournament.

Duc made the statement at a conference of chairmen in Hanoi on September 29 whose clubs will compete in the V-League 2012 season. The meeting focused on discussing the weaknesses hounding Vietnamese football and the selection of head of the organising board for V-League following Head of the board Duong Nghiep Khoi resignation.

Chairman Duc decried the series of problems besetting the VFF, saying that, “I and other football team leaders have come here not to listen to the VFF, raise ours hands to vote and then go home. What we want is not just a change in the head of the organising board, but an improvement in the federation’s operation model. It is normal to restructure an enterprise, and the same can be said for the VFF.”

The quality of the V-League has been on the decline and this is the right time for VFF to seriously look at its shortcomings which have their roots as far back as five years ago, but have not yet been settled, he added.

“I think V-League head Duong Nghiep Khoi does not lack the necessary skills but the VFF’s current operational mechanism means he won’t get any better,” Duc noted.

He shared that, “I’ve been involved in football for a decade, and I’ve never wanted to give it up. However, if VFF doesn’t reform, I’ll withdraw from the V-League immediately. Later, I’ll invest in young players to create a firm foundation for the national team.”

According to Duc, weak refereeing, organisational problems and disciplinary issues are the main reasons for the bad quality of V-League.

“I could buy English giants Arsenal, therefore, there’s no reason why I couldn’t help domestic football. Nevertheless, the VFF has to acknowledge its shortcomings,” the chairman emphasised.

Earlier, Hanoi ACB Chairman Nguyen Duc Kien proposed establishing a break-away Super Liga due to his frustration with the V-League. The Super Liga could comprise of six to seven clubs and offer a ‘fairer’ football environment according to its proponents. Chairman Duc also supported the recommendation.

Clubs are expecting a major shift in the VFF’s operations and the threat of a potential Super Liga may well be a tactic to express their desire for a clean-up of the murky world of match fixing and bribery that dogs Vietnamese football.

VFF accepts rebel chairmen football reform proposal

The Vietnam Football Federation (VFF) has accepted a proposal by football club chairmen to establish a Vietnam Professional Football Company (VPF).

In an interview with DTiNews, Vice Chairman of the VFF Le Hung Dung, said the establishment of the company would mark a turning point in Vietnamese football, helping reduce shortcomings in the organisation of the top-flight V-League.

Is it pressure from the clubs that has led to the VFF approving the establishment of the company?

As leader of the VFF, I can say now that it was not about the club chairmen, but everything to do with the future of the country’s football. VFF Deputy Chairman Pham Ngoc Vien had proposed reforms previously, but they remained too theoretical.

I think the VPF project recommended by Hanoi ACB Chairman Nguyen Duc Kien and other club chairmen is feasible. I am grateful for their initiative. If the project is implemented quickly, I believe the 2012 V-League season will be successful.

Do you think that the existence of the VPF will reduce the VFF’s influence?

I think that the company will not affect VFF’s role. Indeed, it will help VFF to organise the V-League on a better footing. This also offers favourable conditions for the VFF to focus on finding and developing players for the national squad.

Based on the chairmen’s proposal, The VFF will hold 35.5% of VPF’s charter capital with the remainder held by the 14 V-League clubs. The VFF will have to discuss league issues with the clubs, and no longer have the right to decide things by itself.

Can the establishment of the VPF be considered a breakthrough for Vietnamese football?

If all commitments between VFF and the team chairmen are implemented correctly, the VPF will be a great turning point for domestic football. The company will help to deal with serious problems which have led to public outrage, such as poor refereeing and accusations of bias. The company may face a few teething difficulties, but it sure to make a difference in the long term.

Do you think that the proposed salary of VND30-50 million (USD1,442-USD2,403) per month for a referee will help deal with potential match fixing?

Improving the income of referees is vital, so that they can fully devote themselves to their work. I’m strongly in favour of the proposal.

Referee salaries will be between VND30-50 million a month, depending on their capacity and prestige. I think that the new levels of pay should help mitigate some of the problems.

Prior to the annual VFF season review meeting, club chairmen issued a manifesto calling for widespread reform of Vietnam’s top V-League. Six chairmen Nguyen Duc Kien of Hanoi ACB, Doan Nguyen Duc of Hoang Anh Gia Lai, Vo Quoc Thang of Dong Tam Long An, Le Tien Anh of Khataco Khanh Hoa, Hoang Manh Truong of Vissai Ninh Binh and Nguyen Van De of Thanh Hoa proposed the formation of a Vietnam Professional Football Company.

The company will have a charter capital of over VND22.8 billion (USD1.1 million), of which VFF will contribute to 35.5% of the total and the rest held by 14 football team. Each team will contribute VND1 billion.

VFF said it will work with the chairmen on the development of the VPF project early next week. The company should be established prior to the VFF’s annual general meeting.
